Uzbekistan is establishing a new International Center for Digital Technologies — Enterprise Uzbekistan — which will focus on software development, video game production, and artificial intelligence. The initiative was formalized by a presidential decree signed by Shavkat Mirziyoyev on November 26, according to the Ministry of Justice.
The document states that the center’s primary aims are to attract broad investment into the IT sector and to build a competitive, internationally appealing digital ecosystem. The organization is also expected to stimulate the growth of leading Uzbek companies working in digital solutions and innovation.
Another key task of Enterprise Uzbekistan is strengthening IT talent development.
The center is authorized to engage in the following activities:
👉 software development;
👉 consulting and outstaffing services;
👉 remote services, including business-process outsourcing;
👉 video game development (GameDev), including graphic design, and video and audio production;
👉 creation and advancement of artificial intelligence technologies.
According to the decree, Enterprise Uzbekistan is designated as a special jurisdiction governed by a legal regime based either on the principles of English and Welsh common law or on standards used by global financial centers.
Uzbekistan has been actively expanding its AI sector. In early November, the Senate approved legislation that defines artificial intelligence, outlines state policy in the field, and sets rules for the use of AI in information systems. The law includes provisions on protecting personal data and preventing unlawful dissemination of such information.
Senator Malika Kadirханова highlighted that AI is rapidly advancing in education, medicine, agriculture, and public administration. She noted that global AI-related economic forecasts have been revised upward from $15 trillion to $20 trillion over the next five years, underscoring Uzbekistan’s commitment to aligning with global trends. The country has already adopted an AI development strategy through 2030.
