Japarov Outlines Kyrgyzstan’s Key Development Priorities for the Next Five Years

President of Kyrgyzstan Sadyr Japarov has approved the National Development Program through 2030, a strategic roadmap aimed at building a strong and prosperous nation. The president’s press office published his address to the public, in which he outlined the core elements of the document he signed.

Japarov described the strategy as defining the country’s medium-term development priorities and goals.

“It is aimed at ensuring sustainable growth, improving the quality of life, unlocking human potential, and strengthening the spiritual values that underpin societal unity and internal resilience,” he stated.

The Program identifies four main development directions for Kyrgyzstan.

The first is “Industrialization”—focused on creating a modern, diversified industrial base using a cluster approach and prioritizing the export of high value-added products.

The second is “Regional Hub.” According to Japarov, Kyrgyzstan’s geostrategic position—situated between China, the Eurasian Economic Union, and the countries of Central and South Asia—offers a unique opportunity to become a major transit corridor and logistics center.

The third vector is “Agriculture and Tourism.” The program highlights Kyrgyzstan’s capacity to produce organic, eco-friendly agricultural goods with a high degree of processing and added value. Combined with the country's natural landscape and cultural heritage, this opens the path to building a high-income model of sustainable development in both tourism and agriculture.

The fourth direction is “Green Energy.” The country’s rich hydropower potential and access to renewable energy sources could ensure energy security and position Kyrgyzstan as a platform for green investment and energy exports.

The Program also establishes a series of concrete targets for 2030:

✅ Increase gross domestic product (GDP) to at least $30 billion;
✅ Raise GDP per capita to $4,500;
✅ Ensure an average annual real GDP growth rate of at least 8%;
✅ Rank among the top 30 countries in achieving the UN Sustainable Development Goals;
✅ Improve the country’s Human Development Index ranking by at least 10 positions.

Japarov emphasized that the outcomes of government policy must be visible in real life, not just in reports. These include safe and reliable roads, modern schools and hospitals, stable and well-paying jobs, a clean environment, efficient public services free from bureaucracy, and infrastructure that inspires confidence in the future.

“The success of this Program depends on our unity, wisdom, and willingness to contribute,” Japarov said. “I sincerely believe that the Program will be implemented effectively, and that the Kyrgyz Republic will secure a worthy place in today’s world while preserving its values, independence, sovereignty, and high rate of development.”
